The City of Stockton's Economic Development Department is currently recruiting to fill one (1) Parking Enforcement Officer vacancy. The incumbent in this position will work Monday-Friday, 9:00 a.m. to 6:00 p.m. Some nights, weekends, and holidays may be required. The Economic Development Department is looking for a team-oriented professional with experience in handling difficult customer situations.

Incumbents in this position are included in the Civil Service System and are in a "for-cause" employment status represented by the Stockton City Employees' Association Bargaining Unit (Classified/Represented)

This recruitment is being conducted as an Open/Promotional recruitment. Current full-time City of Stockton employees may apply for this position as a promotional opportunity and successful candidates will be placed on a promotional list. All other candidates may apply for this position as an open competitive opportunity and successful candidates will be placed on an open list. The appointing authority will have the option of requesting names from the promotional list or a combination of both.

These lists may be used to fill future vacancies.

Prior to appointment, eligible candidates will be required to pass a medical evaluation examination and submit to and successfully pass a background investigation, which will include fingerprinting.


This position is eligible to receive Veteran's Preference Points for entrance into the Civil Service. Veteran's Preference will not be granted on the promotional list. If you believe you may qualify for Veteran's Preference, a DD-214 Member 4 copy indicating at least 181 consecutive days of service must be received in the Human Resources office (see supplemental questionnaire for details in submitting DD-214 copy) by the final filing date.

Under general supervision, patrols assigned areas to enforce parking meter laws and ordinances; performs related work as assigned.


This class if responsible for enforcing parking and parking meter laws and ordinances and issuing citations in instances of violations. Incumbents also perform traffic control and other traffic related functions.

PRINCIPAL DUTIES (Illustrative Only)

+ Patrols assigned area operating a three-wheel vehicle or patrol car.

+ Chalk-marks vehicle tires, checks parking meters and issues citations, both legibly hand written and created on a handheld citation computer, for overtime and illegal parking.

+ Monitors and reports parking signing and marking problems to appropriate repair staff; tracks and reports malfunctioning meters to meter repair.

+ Operates computer equipment and two-way radio.

+ May respond to public complaints of abandoned vehicles; tags vehicles after investigating vehicle status.

+ May tow vehicles found in violation of vehicle code offenses.

+ Performs traffic control during rush hours and for traffic accidents or other special assignments.

+ Provides escort services for special projects.

+ Assists sworn officers in the location of stolen vehicles, suspects and missing persons.

+ Maintains accurate records related to work performed; produces computer generated reports and other correspondence.

+ May assist the public as needed in emergency situations.

+ Performs related duties as assigned.



Possession of a high school diploma or GED and one (1) year of experience which has included working with the public.

Other Requirements:

+ Must possess a valid California Class "C" driver's license.

+ Must be willing to work occasional weekends and holidays as needed.

+ Must be physically capable of operating a three-wheeled, motorized vehicle, and working out of doors in all weather conditions.

+ Must be able to lift and carry up to 50 pounds and possess sufficient range of motion to manually perform traffic control signals.

+ Must be able to correctly read small numbers under changing light conditions and to stand for long periods of time while directing traffic.

+ Must be able to pass a background investigation which includes fingerprinting.

+ Must be able to successfully complete vehicle safety training as a condition of continued employment.

Knowledge of:

+ Applicable State and local codes, ordinances, and regulations governing parking within the City limits;

+ General office practices, including operation of standard office equipment including a computer terminal;

+ Safe work methods and safety regulations pertaining to the work, including driving habits;

+ Basic English language usage and legible handwriting; and

+ Basic record keeping practices and principles.

Skill in:

+ Reading, interpreting and applying parking codes and ordinances;

+ Operating computer terminal keyboards to enter and query information;

+ Dealing tactfully and effectively with those contacted in the course of the work, including hostile and irate citizens;

+ Preparing and maintaining organized and accurate records;

+ Operating an Automated Citation Issuances System; and

+ Using sound independent judgment within established guidelines.

Physical/Mental Abilities:

+ Mobility: Frequent use of keyboard or other hand held computer equipment; frequent use of a motorized vehicle; frequent sitting, standing, and walking for long periods of time; occasional bending, stooping, or squatting; must possess range of motion to manually perform traffic control signals.

+ Lifting: Frequently up to 50 pounds.

+ Vision: Constant use of overall vision; frequent reading and close-up work; occasional color and depth vision.

+ Dexterity: Frequent repetitive motion; frequent writing; frequent grasping, holding, and reaching.

+ Hearing/Talking: Frequent hearing and talking, in person and on the phone.

+ Emotional/Psychological: Frequent decision making and concentration; frequent public contact; frequent working alone.

+ Environmental: Frequent exposure to noise and outdoor weather conditions.
